Martin R. Fitts - Director, CCCI

Beginning January 1, 2009, Martin Fitts took over the direction of a new organization, The Center for Competitiveness in the Construction Industry (CCCI).

Fitts has served as a neutral in labor-management relations for over 20 years. He facilitated the formation of the Lima Area Labor-Management-Citizens Committee in 1988, and served as its executive director from 1989 until 1992. He has served as the executive director of the Toledo Labor-Management-Citizens Committee since 1992.

An experienced arbitrator and mediator, Fitts has served as a neutral in over 350 grievance arbitration and grievance mediation cases, as well as performing collective bargaining mediation. He serves on the arbitration rosters of both the Federal Mediation & Conciliation Service (since 1994) and the National Mediation Board (since 1998). He also serves as an arbitrator, fact-finder, mediator and conciliator for Ohio's State Employment Relations Board (since 1994).

Fitts has developed and delivered training on interest-based negotiations and grievance resolution, worker adjustment committees, and labor-management issue resolution. He also has served as the neutral chair of several joint worker adjustment committees, for both public and private sector employers and unions.

Prior to working as a labor relations neutral, Fitts spent a decade working in various economic development and government affairs positions in both Toledo and Lima, Ohio.

Fitts holds a Bachelor of Arts degree in political science, a Master of Public Administration degree, and a certificate in human resource management, all from the University of Toledo. He has also been trained in basic and advanced group facilitation processes.
